Basically, the dynamic is this; SLS is taking up so much of the budget that, if it ever works, there will be nothing to launch with it, thus ensuring an "affordable" low flight rate.

We could accomplish the same thing in space by doing (and spending) nothing, but this way, at least it costs a megaton of money (Which Congresscritters think of as a good thing).
