While laws must regulate society within a nations borders; Outside those borders, no nation should enslave free people under the guise of laws, treaties or other agreements that do not include informed consent of the individual. Informed consent is explicit; to imply consent is to deny it.

It is a moral imperative to claim that which is unclaimed but the claim must be reasonable and defensible. It is a moral imperative because poverty kills. Strong property rights promotes wealth even for those with no property. Making property claims is a natural human right since the beginning of time. No 'authority' can abridge this right. Space Settlement Charter

A reasonable claim by this agreement is one square kilometer by possession. Each claim has a perimeter road of reasonable and standard width (50m is recommended) by agreement of the colonists before claims begin to be made. Conflicts in claims should be decided by an equal chance free lottery. One claim per person per planetary body is reasonable. Other property may be purchased in free trade from the property of other people. People may trade property to result in community groups.

A transportation provider may make 1000 claims (at a rate no greater than one claim per hour) that must reference the unique individual claim of a person transported. Transportation means alive and 1000 kg to a planetary surface. This mass includes the colonist, a spacesuit provided to the colonist for free, and the remaining mass chosen and paid* for by the colonist. Provisions during the trip are the responsibility of the provider. So a provider transporting a dozen colonists could claim 12,000 sq. km. over a period of 12,000 hours (about 500 days.) A claim may be sold (but not under compulsion) whole or in part the moment it has been registered. One fifth hectare (40x50m) is a recommended plot size (about half an acre) which results in about 425 plots from a single claim with all having access to a perimeter road and at least 40m of frontage. A township may be defined as 100 sq. km. but that's left up to the colonists.

Natural law and contract law is all colonists need. They are on a new world and should not be encumbered with the laws of other worlds. They have the right to make their own. This means they must assert these rights in conflict with the control freaks they are leaving behind. Only real men and real woman need apply.

*This is not a loophole. The provisions paid for by the colonist must be transported free by the provider.
